The six officers are asked to appear on August 1 by Mizoram police.
The case was registered by Officer in Charge of Vairengte Police Station Inspector H Lalchawimawia. Vairengte PS Case No.19/21 Dt.26.07.2021 U/S 307/120-B/270/325/326/353/336/334/
448/34 IPC r/w 3 of BEFR and (5) of Mizoram Containment and Prevention of Covid-19 Act 2020/27(1)(a) Arms Act was registered.
On the FIR, it was mentioned, “On 26.07.2021 at around 11:30 AM, about 200 (two hundred) fully armed Assam Police personnel led by Mr. Anurag Agarwal, IPS, IGP Assam came to Mizoram Police Camp/BOP site at Auto Rickshaw stand, Kawngthar veng, Vairengte after crossing the 225 Bn. CRPF Camp located just below Mizoram Police Camp/BOP (who were deployed there to not let any outside force to enter Mizoram as per status quo agreement between Assam and Mizoram).
IGP Assam was accompanied by DIG (Southern Range) Assam, SP Cachar, DC Cachar, DFO Cachar, OC Dholai Police Station and many other Government officials. At that juncture, about 20 (twenty) Mizoram Police personnel were stationed at the BOP/Camp. The IGP and party intimidated the Mizoram Police personnel and try to
forcefully occupy the Camp stating that it is an encroachment of Forest Reserve. The Mizoram Police were outnumbered and their action to defend their camp were in vain.
“Upon learning of this incident, SP Kolasib and party immediately rushed to the area and tried their level best to have an amicable dialogue with Assam Police, they were not ready to listen to sane argument and instead forcefully informed SP Kolasib that the area falls within Assam territory and they intended to construct a camp as per the instruction of Chief Minister, Assam himself.
They had arrived at the spot with tents and other materials for construction of Camp which clearly showed their intention to forcibly occupy the Mizoram BOP by force, as their convoy of vehicles consist of Ambulances and around 20 (twenty) vehicles.
“On learning the intense situation, SDM Vairengte also rushed to the spot and had a discussion with the IGP and party, trying to pacify the situation and requested them to vacate the area for maintenance of peace and tranquility in the area. Soon after, the Assam officials forcefully push out Mizoranm Police and officials from the BOP/Camp area, and Mizoram Police retreated to about 50 mtrs.
Towards Vairengte where they have another duty post. At the same time, civilians from Vairengte also arrived at the area and a confrontation and scuffle took place between Assam Police and residents of Vairengte. Assam Police first lathi charge and then fired a number of tear gas and smoke shells towards civilians of Vairengte and Mizoram Police, and due to this seven persons sustained injuries.
“One Mizo couple John Vanlalzawna (30), Kanan Veng Aizawl and his wife Lalsangpuii (30)whoe were proceeding towards Mizoram by
Swift car were physically assaulted by unknown miscreants from Assam and as a result of which they sustained injury and the vehicle was severly damage.
“After sometime, SP Cachar called SP Kolasib over phone and informed him that they want to discuss the matter. SP Kolasib accompanied by Addl. SP Kolasib, Dy.CO 1st IR Bn. and their PSOs proceeded to Mizoram Police BOP which was forcefully occupied by Assam Police.
Thorough discussion was held amongst the official wherein the 1GP Assam stated that the Mizoram Police Camp will not be occupied by Assam but by CRPF if the civilians of Vairengte dispersed from the area. However, it was re-iterated by Mizoram officials that the Assam Police forcefully occupy the BOP/Camp and they have to withdraw to maintain status quo and peace in the area.
“During this negotiation period, Assam Police started re-enforcing its troops and continue to occupy the Mizo IR Bn. Camp/BOP. The situation started to heat up as many civilians from Lailapur side shown up at the area and started throwing/pelting stones towards civilians of Vairengte. As the situation appears to become out of control, Assam Police started firing Stun Grenade and Tear Smoke shells which was retaliated by the public gathered at the spot. At around 4:40 PM, the Assam Police started firing at the Mizoram Police personnel and public gathered nearby and in self defence as well as to save the public, Mizoram Police fired back and exchange of fire began.
At that time, SP Kolasib and party were engaged in the midst of Assam Police talking with the IGP Assam. As the gunfire suddenly broke out, SP Kolasib was immediately pulled away for cover by his PSO towards 225 Bn. CRPF Camp. However, their request for protection at the Camp was refused and they lie in an open air corner of an RCC building under construction.
“The cross firing lasted for about 45 minutes. After that at around 5:30 PM, a white flag was flown by Assam Police from their LMG mounted bunkers from where the maximum firing was being done, Mizoram Police ceased fire and those Assam Police left behind were given a time for withdrawal. And at around 6:15 PM, Mizoram Police re-occupied their BOP/Camp, ” FIR stated.
