GUWAHATI: Assam chief minister Himanta Biswa Sarma on Tuesday mentioned because the Army has withdrawn counter insurgency (CI) operations from a big a part of Assam’s territory, the need of the Armed Forces (Special Powers) Act (AFSPA) within the state has diminished and the state is engaged on sure tips issued by Union house minister Amit Shah.
“AFSPA linked with the Army and not with either para-military force or Assam Police. In Assam, the Army has withdrawn CI operations from a large part of the state’s territory. AFSPA is no longer required in Assam as Army is no longer here. It is linked with the Army’s presence,” Sarma mentioned after a two-day lengthy convention of superintendents of police at Duliajan in Dibrugarh district.
The convention was additionally attended by Union house secretary Ajay Bhalla, IB director Arvind Kumar and senior Army and Air Force officers, together with AOC-in-C of Eastern Air Command and the GOC of Army’s 4th Corps.
Sarma mentioned, “The current term of AFSPA in Assam will come up for review on February 28. I had a discussion with the Union home minister in this regard. He has given certain guidelines. We are working on them and I am sure this debate (over the Act) will come to an end soon.”
The Act offers particular powers to the armed forces to take care of public order in “disturbed areas” and was imposed in Assam in November 1990 and has been prolonged each six months since then after a assessment by the state authorities. The Act is at present in power in Assam, Nagaland, Manipur (excluding Imphal Municipal Council Area), Changlang, Longding and Tirap districts of Arunachal and areas falling inside the jurisdiction of the eight police stations of districts in Arunachal bordering Assam.
